Swansea Bay Seaward Boundary

The Local Democracy and Boundary Commission for Wales are conducting a review of the Seaward Boundaries of the County Borough of Neath Port Talbot and the City and County of Swansea.

The Commission decided to undertake this review following a request by Tidal Lagoon Swansea Bay PLC to extend the seaward boundaries of the County Borough of Neath Port Talbot and the City and County of Swansea. This will to allow the Local Authorities to monitor, regulate and (if need be) conduct enforcement activities relating to the construction and operation of the Swansea Bay Tidal Lagoon Project.

The proposal submitted to the Commission is for an initial extension of the seaward boundaries to encompass the construction phase of the project. Once the construction is complete the boundary is to be realigned so as to just encompass the operational extent of the Tidal lagoon.

The Commission is now seeking views on the draft boundary proposals being recommended in its report. On receipt of these views the Commission will consider the representations and make final proposals to Welsh Government.

The Commission welcomes representations that are based on evidence and facts which are relevant to the proposals under consideration. The Commission will not consider representations, or parts of representations, which support or object to the proposed developments themselves. the Commission’s review is not concerned with the merits, or not, of a proposed development. The Commission’s role is simply the extension of boundaries into the sea to facilitate a principal authority’s power of consideration of proposals.

The 9 week consultation period begins on the 20 June 2017 and closes on 21 August 2017. After this date the Commission will consider all the evidence and prepare a Final Proposals Report.

Printed versions of the reports (with maps) are available on request by contacting the Commission.
