Swansea Bay Seaward Boundary
The Local Democracy and Boundary Commission for Wales are about to conduct a review of the Seaward Boundaries of the City and County of Swansea and the County Borough of Neath Port Talbot.
The Commission decided to undertake this review following a request by Tidal Lagoon Swansea Bay PLC to extend the seaward boundaries of Swansea City and County Council and Neath Port Talbot County Borough Council to allow them to monitor, regulate and (if need be) conduct enforcement activities relating to the construction and operation of the Swansea Bay Tidal Lagoon Project.
The proposal submitted to the Commission is for an initial extension of the seaward boundaries to encompass the construction phase of the project. Once the construction is complete the boundary is to be realigned so as to just encompass the operational extent of the Tidal lagoon.
The Commission welcomes representations that are based on evidence and facts which are relevant to the proposals under consideration. The Commission will not consider representations, or parts of representations, which support or object to the proposed developments themselves. the Commission’s review is not concerned with the merits, or not, of a proposed development. The Commission’s role is simply the extension of boundaries into the sea to facilitate a principal authority’s power of consideration of proposals.
Please provide your initial observations by 23 February 2017. After this date the Commission will consider all the evidence and prepare a Draft Proposals Report. This will present a further opportunity for comments and representations to be made.
